Introduction

 

In order to limit global warming to 1.5 degrees Celsius – a threshold the Intergovernmental Panel for Climate Change (IPCC) suggests is safe – carbon neutrality by the mid-21st century is essential. This target is also laid down in the Paris Agreement signed by 195 countries, including the EU. 

 

On October 1st, 2023, the CBAM (Carbon Border Adjustment Mechanism) entered into application in its transitional phase, which will apply in its definitive regime from 2026, while the current transitional phase lasts between 2023 and 2025. CBAM is the first policy tool in the world to adopt a trade policy to deal with the risk of carbon leakage. The full implementation of carbon tariffs will reconstruct the global trade pattern.

 

Under the trend of carbon neutralization, the inherent development model of the traditional manufacturing industry is changing. The demand from upstream enterprises, customers, investors, regulators and enterprises to deal with climate change all require enterprises to carry out GHG actions in advance, understand their own emission basis, and formulate emission reduction targets and paths in line with the development of enterprises.
